OBSproject released a new hotfix – version 0.13.4 – to fix capture crash issue.

Windows Hotfix:

Actually fixes the potential game capture crash issue for new windows updates
Now always uses anti-cheat mode for game capture by default
Fixed bundled browser plugin to use flash on the system if the user has it installed
